Food Stamps (snap as it is known now) is a farm subsidy which is why it is administered by the Department of Agriculture instead of HHS. food stamps is not welfare as such, however state welfare agencies are used as the means to get effective distribution of program benefits. Food stamps and farm commodity subsidies is the main reason farm states like Nebraska and Iowa have low unemployment.
